That really describes that system. It is rebuilt regularly. The old kernel
was dated 28 May 2001. The TH_ECN changes were added about 3 weeks ago. I
would have them in my /usr/include/netinet.

Osamu's solution sounds like it will update a system to what I have. The
header files that are in

/usr/src/sys/contrib/ipfilter/netinet

were added to 

/usr/include/netinet
