Try again. The FreeBSD FAQ precisely states on this page:

        http://www.FreeBSD.ORG/FAQ/install.html

...that the following are required (for typical MS-DOS/Windoze user):

        floppies/boot.flp
        bin/
        manpages/
        compat*/
        doc/
        src/ssys.*
        tools/rawrite.exe

You can get these off:

        ftp://ftp.FreeBSD.ORG/pub/FreeBSD/releases/i386/3.2-RELEASE/

There is also a list of various mirrors at:
