We are not aware of any NHRP implementation that works with HARP.

NHRP was on our development agenda, but due to changes in the project
we were unable to complete this work.

We believe that the development of a Next-Hop Client (NHC) should be
reasonably straight-forward, although not necessarily trivial.  A Next-Hop
Server is more involved.

You might look at RFC 2583, "Guidelines for Next Hop Client (NHC) Developers",
(ftp://ftp.isi.edu/in-notes/rfc2583.txt).
