All ISPs that have a tiny sort of sense and respect for their users that have dynamically allocated IP addresses will usually provide at least one mail relay. If not for any other reason, to let them send email to servers that refuse all messages from hosts whose forward and reverse DNS lookups fail (a lot of the servers use this as a form of antispam measure).
