NetBSD pkgsrc had already changed NOCLEANDEPENDS to CLEANDEPENDS long
ago.  How about introducing CLEANDEPENDS and making CLEANDEPENDS?=NO
for all cases not only the top level, then adding a new target
"clean-recursive" ?
