That is she shell prompt. You are in your home directory and the
operating system is waiting for you to tell it what to do next!

Like start X, X windows, which is what you are refering to and 
what you need to run netscape etc.

Read up on installing and configuring X windows. You can use Lynx
a text only browser to read the online manuals (if installed).
