You're assuming that there can be but one subnet per netmask.  The netmask
There are 16 subnets in 172.0.0.0 to 172.255.255.255 that have netmask
255.240.0.0.  The netmask determines how many bits of the address are
allocated to determinining the network address:  it does not determine the
values of those bits.
