ports/editors/beav, biew, bpatch, bvi, ...
Some programs that are better known as text editors, such as (x)emacs
and elvis, also have hex modes.

I keep bvi handy, although I have little actual use for it.  If vi
as shipped with FreeBSD is your editor of choice, bvi is probably
the perfect companion.  If your taste in editors differs, well, ...

No.  If you only need to dump a file, hd(1) is convenient.
