I routinely do "make buildworld" as a normal user.  I first source
the following:

export BINOWN=mph
export BINGRP=mph
export LIBOWN=mph
export LIBGRP=mph
export KMODOWN=mph
export KMODGRP=mph
export SHAREOWN=mph
export SHAREGRP=mph
export DOCOWN=mph
export DOCGRP=mph
export INFOOWN=mph
export INFOGRP=mph
export MANOWN=mph
export MANGRP=mph
export NLSGRP=mph
export NLSOWN=mph

(I, of course, am "mph".)

That keeps explicit chown/chgrp's from failing.  I don't remember
ever having problems with mtree; I think that failure to chown or

chgrp is a non-fatal error.
