I think you are getting a bit beyond what the distribution ftpd is capable of.
wu_ftpd is probably what you want, since it allows you to create classes
of users and set limits for them.

You can find it in the ports, at /usr/ports/wu-ftpd.

cd to that directory, and as root type "make install".
