    Yes, Ousterhout has said that Tk4.0 is the "do-it-right" release
where he fixes fundamental problems that have existed since the
earliest releases of Tk.  Tk authors have been warned that existing
apps *will* break and that they should be rewritten for 4.0.  The
changes to Tcl are more minor.
