I see multiple content processes when there's a preference for just one.=20

$ date ; uname -v
Fri 23 Nov 2018 07:32:49 GMT
FreeBSD 13.0-CURRENT r340689 GENERIC=20
$ poudriere jail -i -j current | grep -i version
Jail version:      13.0-CURRENT 1300003
Jail vcs version:  r340689
$ pkg rquery '%o %v %R' firefox
www/firefox 63.0.3_3,1 FreeBSD
www/firefox 63.0.3_3,1 poudriere
$ pkg info firefox | grep -i repository
        repository     : poudriere
$ pkg info firefox-i18n
pkg: No package(s) matching firefox-i18n
$=20

If I recall correctly, I saw the same issue (more than one content process)
with recently outdated 63.0.3,1.
