Patch to upgrade devel/awscli to 1.5.5

I'm running a few FreeBSD instances in the new AWS Frankfurt eu-central-1
region, but some of the commands issued by the awscli are rejected. As
documented in the new region's announcement, it is recommended to upgrade to
the latest AWS CLI version to ensure the proper amount of workitude.

"This new Region supports only Signature Version 4. If you have built
applications with the AWS SDKs or the AWS Command Line Interface (CLI) and your
API calls are being rejected, you should update to the newest SDK and CLI."

Attached is a patch to upgrade from 1.3.20 to 1.5.5
