Well, being the last person to touch fmt, I'll answer this one: bin/4607 was opened Sep 22, after I closed bin/2968 on Aug 20th. It appears to be a straight dup of 2968, so I'm not sure why it was re- submitted; I applied the fix to both -current and -stable.
