Our syntax is the syntax for the variants that has been the widly adopted:
Microsoft, ICU, java, python's babel internationalisation thing,
cldr (of course), CPAN components (Datime::Locales for example)

This is respecting RFC 3066 with the little difference that we use '_' inst=
ead
of '-'
