I note that the gimp port's Makefile designates:

export CPPFLAGS='-I/usr/local/include -I/usr/local/include/tcl8.0 -I/usr/local/include/tk8.0 -I/usr/local/include/tiff34'
export LIBS=-L/usr/local/lib
