The only way to guarantee this is to cause the install to fail unless 
the installation program can be 100% certain of the bootability of the 
install.  Given that a number of crucial factors in this equation are 
unknown to the installer, this would result in a lot of otherwise 
successful installs being aborted due to uncertainty.

I don't consider that particularly desirable.
