We use the following for our APC 700 Smartups
upsd-2.0 APC Smart UPS Monitoring Daemon

This comes out of the ports collection. Performs warning to users 30
seconds after powerfail, also handles brownouts and the like, fully
configurable. Can send the conf file on request.
