I have the same problem with my fxp card, although it isn't because I don't
have a driver or I don't have the card attached.

If I pull it out and re-insert it, it probes.

When I boot:

cardbus0: Resource not specified in CIS: id=10, size=2000
cardbus0: <network, ethernet> at device 0.0 (no driver attached)
cbb0: CardBus card activation failed

After re-inserting it:

fxp0: <Intel 82559ER Pro/100 Ethernet> port 0x1000-0x103f mem 0xf6020000-0xf603ffff,0xf6040000-0xf6040fff irq 11 at device 0.0 on cardbus0
fxp0: Ethernet address 00:03:47:49:82:2b
miibus0: <MII bus> on fxp0
inphy0: <i82555 10/100 media interface> on miibus0
inphy0:  10baseT, 10baseT-FDX, 100baseTX, 100baseTX-FDX, auto
