It can be done.  But I'm not sure what the problem is in your case.  I 
suggest two things:

I suggest you start with "IP Filter - second time around" as it contains 
the complete install instructions.

I have had problem with an install of ipfilter where the files where the 
FreeBSD were corrupted by the install process.  But that was my fault and 
I don't see those symptoms for your case.

NOTE: my install was for 2.2.* and not for 3.* as you are trying.  Check 
your kernel options for IP Filter and make sure the kernel is up to date.

2 - Post a message to the ipfilter mailing list if you can't resolve it.  
But I think you must be subscribed to the list.  ipfilter@coombs.anu.edu.au
