Start at http://www.freebsddiary.com/freebsd/topics.htm#ipfilter I suggest you start with "IP Filter - second time around" as it contains the complete install instructions. I have had problem with an install of ipfilter where the files where the FreeBSD were corrupted by the install process. But that was my fault and I don't see those symptoms for your case. NOTE: my install was for 2.2.* and not for 3.* as you are trying. Check your kernel options for IP Filter and make sure the kernel is up to date. 2 - Post a message to the ipfilter mailing list if you can't resolve it.
