No, that's untrue..perhaps there was a miscommunication somewhere.
PORTREVISION should only be bumped when there's a nontrivial need for
end-users to update their packages (bugfix, functionality fix, patch,
but not null or trivial changes like typos or changes to the port
which don't affect the package)
