If you want to shut telnet off for everyone, edit /etc/inetd.conf and
# out the telnet line then restart inetd. If you only want to shut it
off for specific users, either use tcp_wrappers to control access
(/etc/hosts.allow) or setup firewalling with ipfw or ipf.
