How would you check for this from within ./configure?  Most of the
checks are based upon trying someing and seeing if it fails.

More importantly, are FreeBSD and NetBSD the only two with this
functionality?  I will look into this after it is MFC'd.  Our port
system will be able to know, after the next os bump.
