These are RCS files that keep version information and changes for a
particular file.  You have obviously downloaded the "cvs" version with
cvsup, instead of a certain "release".

Try using one of the sample supfiles in /usr/share/examples/cvsup.
Either standard-supfile or stable-supfile.
