to make usr.sbin tools successfully, you should do

>         # cd /usr/src/PAO3
>         # make tools
>         # make install-tools

or

> 	# cd /usr/src/PAO3/usr.sbin
> 	# make SYS=/usr/src/sys
> 	# make SYS=/usr/src/sys install
