Like most Unices FreeBSD should have a larger tty field at least
as large as UT_LINESIZE (/usr/include/utmp.h). If the tty name is logged
with this size why isn't the w command reporting it?

All of it should be larger. Most most host names are longer than 16 bytes,
for example. Making it variable-length ascii file would seem best, but
will need some form of compatibility and lots of communication between
various unices to avoid everyone inventing their own.
