This specific change is more than 2 years old and while there=20
hasn't been a treewide sweep we should try to follow Porter's handbook as m=

First occurrence of LIB_DEPENDS shouldn't use +=3D however following once s=

otherwise you'd be overriding the previous variable.

As for conflicts, nsd3 was removed 5 years ago and nsd got bumped to 4.x in
late 2013 so I think that's a reasonable change.
