Sorry, I was wrong: the port defaults to disabled VIMAGE option, this explains your difficulty.

Vsevolid, please consider enabling option VIMAGE for net-mgmt/ng_ipacct for branches having VIMAGE in GENERIC,
so the package would be usable out-of-the-box there.
