py-url.patch

Hello,

attached is the patch that adds the Python package www/py-url, that provides
helper functions for parsing, sanitizing and normalizing URLs.

This includes support for escaping, unescaping, punycoding, unpunycoding,
cleaning parameter and query strings and a little more sanitization.


QA:
- poudriere (11.2-RELEASE amd64 + i386) for each py27 + py36 flavor -> OK
- portlint -> OK


Note:
I've been thinking a little while about whether this package is better plac=
ed
into www/ or devel/ . If you think that py-url is better suited for the lat=
ter
one please feel free to change the origin accordingly.
