update iftop to 1.0pre4

iftop 0.17, which is the current version in ports, was released in 2006.  The
1.0pre4 version was released in January last year, and has important modern
features, such as support for IPv6.  I attach a patch against the current
version in ports, but this could be added as iftop-devel instead if you prefer.

I ran the port through portlint.  I removed the configure line because
gethostbyaddr is thread-safe, according to the manual page for 10.1. 
FreeBSD.org's man page cgi for gethostbyaddr in 8.0 release says the same,
though the footer when I selected 8.0-RELEASE still said 10.1.
