I recently built and installed a kernel and learned 
to my dismay that the pnp configuration that I built
[-c on boot] line disappeared or was reset.

Is this by design, and if so, what was the thinking?

Is it possible to install a new kernel without having
to manually rebuild pnp config via -c?
