You're mistaken.

I don't understand this question.  The URL you give doesn't relate to
the CD-ROMs.

Sure.  Most of them are on disk 1 (the installation CD-ROM) in the
directory /packages.  Each package is in two places: subdirectory
/packages/All and a subdirectory relating to the type of software.
For example, you'll find the Emacs editor in /packages/editors, and
the mutt mail reader in /packages/mail.

Some of the packages don't fit on this CD-ROM.  They're mainly
foreign-language things, but there are a few others there as well.
Look for them on the third CD-ROM (CVS Repository), also in the
directory /packages.
