This is correct.

Also, note that there is generally no repository copy necessary for
language-specific ports even if it is not a satellite port.  A repo
copy is necessary to prevent history loss when an obsolete port is
removed.  Since there is no chance that zh-xmms will replace xmms
(unless xmms was Chinese specific in the first place and put in the
wrong category or something), this will not happen.
