I don't know which directories you were downloading, but...

A practical minimum is bin and man. You'll also need the boot.flp and
something to write the floppy image to a disk (rawrite.exe is what i've used).
You can download and install more of the directories once FreeBSD is
installed.

Read the readme, release notes, and installation instructions in that
directory.

www.cdrom.com sells 4-CD sets of FreeBSD.
