This appears to be UTF-8, though there doesn't appear to be a
Content-Encoding header in the mail.  Looking through the commitlogs,
the JP doc commits look to be UTF-8 but most of the other commits look
to be ISO8859-1.  Does the project have any standard for handling
non-ASCII data?
