What do you mean exactly?
If you mean timedef, there is _no_ program, Makefile only with
install rule, invoking grep.
Maybe it should go to share instead, but we already keep locale stuff
in usr.bin (mklocale,colldef), so I leave it there.
Next reason for usr.bin was that somebody maybe will replace it with
real program, so it is placeholder.
