No.  It sounds more like a BIOS/hardware bug.  The hardware in
question doesn't have Plug and Play resources listed for devices that
are disabled.  Yet said devices still consume the irq resources.  This
is fairly rare, but does happen.  If you are going to find a buggy
BIOS, it will more likely be on a laptop than on a desktop, generally
speaking.
