    Doh.  bad example.  Here's a better example:

    #DEPENDS(network.local,ifc,lo,routes,ipfw) RETURNS(network)

    exit 0

    -------------- rc.bind ---------------
    #!/bin/sh
    #DEPENDS(network) RETURNS(bind)
    #
    ... named startup ...

    -------------- rc.sendmail ---------------
    #!/bin/sh
    #DEPENDS(bind,hostname) RETURNS(sendmail)
    #
    ... sendmail startup ...


    ... other rc files ...


    Plus a C program to locate and execute dependancies and/or to locate
    and print out the dependancy tree (to make sense of the nonsense).  Which
    /etc/rc runs.
