Subject:   too much confusion over kernel building

Over the past few weeks and months, I've seen far too many people 
using "make buildkernel KERNEL=MYKERNEL" when they should have 
used "config MYKERNEL".

The following PR is a move to help solve that problem:

Please read and comment and I'll submit amendments as appropriate.  
The PR was submitted on 8 Jan and I've not had any feedback yet.
