The two best tools in this area at the moment are ALTQ and dummynet.  
Searches on those two keywords should get you enough material to get 
started out of the archives.  Both of the principal maintainers are 
FreeBSD committers, and we're looking forward to seeing their work 
enter the mainstream soon.
