Use the 2.1.5R release of FreeBSD.

2940U != 7860.  The 2940U has a capacity of 16 commands, while the 7860 has a
capacity of 3 commands.  Still, the 7860 should be supported in the 2.1.5
release of FreeBSD as well as the 2940U.

Use the 2.1.5-release of FreeBSD and you shouldn't have any problems.
