BTW, http://www.freebsd.org/cgi/query-pr.cgi?pr=23203 contains a similar
issue with the opiekey and opiepasswd command-line programs.  I would
have committed it a long time ago except that it takes opiekey.c off the
vendor branch, so I was waiting to hear back from the vendor to see if
they would accept the fix.

At least opiekey and opiepasswd commands require -f flag to permit
"insecure" behavior, so I thought that using -DINSECURE_OVERRIDE by
default was OK there.  I haven't looked into what the library does
for -DINSECURE_OVERRIDE but perhaps it's also appropriate there by
default too.
