It's not the traditional 'shadow' file (it's called 'master.passwd'),
but YES, encrypted passwords are not included in the publicly
accessible '/etc/passwd' file (which I assume is your concern).

No POP servers are included in the standard distribution of
FreeBSD. However, there are a number of them in the ports
collection which come with the 4 CDROM set (but I do not believe
the ports come with the Cheapbytes CD). Latest versions of the ports 
are always available for free download via the Internet.

If you build them from the ports collection, they will.
