It'd probably be best to list them alphabetically, as per canon, and have the comment state what order they appear in the file (possibly also under what names). This is independent of the changes in naming (labeling) of the licenses. I'm most interested in handling the BSD3CLAUSE case, since that's roughly the same text, with the same intent in the three clauses, but obviously *different* text (the actual copyright notice "above", the names that appear in clause 3). Who makes the call "this license is intentionally the same as <foo>"? (port maintainer, obviously, but with what guidelines?)
