It just so happens that I wrote a little utility a few days ago which
shows all the packages that should be installed to get a given
package set, and the ideal order of installation.  I couldn't find
"stronghold" in the package index, but here's what I got for mod_perl:

% pkg_sort mod_perl-1.24
Install the packages in the following order:
apache-1.3.12       The extremely popular Apache http server. Very
fast, very clean
mod_perl-1.24       Embeds a Perl interpreter in the Apache server
