I've been looking this and i don't know why this matter. newbies.sgml uses
&a.latest.ann; and this is set to:

<!ENTITY a.latest.ann '<a href="&base/releases/3.2R/announce.html">'>

in includes.sgml. Buiding web by hand, newbies.html uses the right value, so...
where is the problem?
