Someone who is not the owner has to obey the original license. If the
original license allows them to relicense it - by which I take it you
mean to distribute it with restrictions that weren't in the original
license - then they can do that. If the license doesn't allow them to
do that, then they can't.

Get a lawyer to look over the current license if you want someone
who'll pretend to take financial responsibility for the answers.
