Maybe.  It's difficult to tell based on this information.  How about:

1.  What's the other NIC?  It sounds from your description like it's
    not a Tulip.  In that case, your Tulip will be de0, not de1.
2.  What does dmesg say?
3.  What does ifconfig say?
