Yes, this is a restriction, though it isn't unique to FreeBSD. The network
ttys aren't considered secure (for good reason).

You need to add yourself to the group "wheel". Obviously you need to login
as root to do that :-) And you'd need to login as root to make the changes
necessary to login as root on a network tty. So, it seems you are out of
luck until you can get to the console.
