How about Makefiles in sys/modules/? I don't think we now need opt_mac.h
there.

The files below include security/mac/mac_framework.h, but I think it is
redundant:

sys/netinet/ip_mroute.c
sys/netinet/ip_options.c
sys/compat/linux/linux_stats.c
sys/netinet6/in6_pcb.c
